He has experience managing, recruiting, credentialing, educating, and standardizing the quality of a national network of 350 Board Certified doctors, and has also wrote the first medical guidelines (125) for evidence-based telemedicine, directed all clinical aspects of interactions with state and federal regulatory agencies, Congress and Executive Branch, and created the industry standard telemedicine quality assurance and quality improvement program. Boxer led the effort to become the nation’s first NCQA accredited telemedicine company and was a Presidential Appointee to the National Cancer Advisory Board (1995-2002); National Board of Advisors, National Institute of Diabetes, and Digestive and Kidney Diseases (1994-1998), and US Delegate of World Health Organization (1997). He was a finalist for Surgeon General of the US in both the Bill Clinton and George W Bush Administrations.
